Members of local bar associations and the public can use the library by paying the appropriate annual membership fee.

Those who do not wish to to purchase an annual membership may use the library for free as a first-time user. A fee of $10 per day will be charged for subsequent use. Anyone may use the library to access government documents free of charge.
