For over 25 years, Mr. Barbosa has provided advice and litigation
services to municipalities, public agencies, and corporate entities.
He specializes in planning and zoning issues, environmental compliance,
personnel matters, civil rights, municipal franchising, election
law, government regulation, and development entitlements. More
recently, he has provided counsel to water resource and environmental
remediation enterprises, as well as to high tech start-up ventures.
Mr. Barbosa serves on the judiciary committee of the Los Angeles
County Bar Association and is actively involved in the Governmental
Law, Environmental Law, and Real Property Sections. He is also
actively involved in the California Bar Association’s Public
Law Section and the Executive Committee. He is a member of the
International Municipal Lawyers Association, City Attorney’s
Association of Los Angeles County, the Mexican-American Bar Association,
and the American Bar Association. He is a member of the Board
of Directors of Three Valleys Municipal Water District and the
Metropolitan Water District.
